Sri Lanka traffic fine: how to pay on the spot via GovPay

Got pulled over? You do not need to bribe anyone and you do not need to visit a police station. Sri Lanka went fully digital for traffic fines in 2026. Here is exactly how it works from the roadside.

What actually happened to us on the A14

We were driving at night along the A14, just before the Mannar bridge. A flashlight hit the car and a whistle blew. We had entered a town area and gone over the 50 kmph limit.

At that point it felt like real trouble. It was late, everything was closed, and if they kept the licence we would have to make a 400 to 500 km round trip just to settle the fine.

While they were writing the ticket, one of the officers asked: "Do you have GovPay?" That changed everything.

What GovPay is

GovPay is Sri Lanka's digital government payment platform, built by ICTA and LankaPay. It handles government payments including traffic fines. The nationwide rollout completed in February 2026, covering all nine provinces. Over 86,000 fines have been paid through it since launch.

How the payment works, step by step

The officer writes the fine and gives you a reference. You open your banking app, find the GovPay section, and follow these steps.

Open your banking app

Go to Bill Payments or Government Payments. Look for GovPay or Lanka Government Payments. Commercial Bank and HNB work reliably. We tried HNB first and the GovPay section was not loading. Commercial Bank worked perfectly.

Select Traffic Fines

Inside GovPay, select Sri Lanka Police and then Traffic Fines. The officer will tell you exactly what to select if you are unsure. They are trained to walk you through it.

Enter the fine reference number

The officer gives you the reference from the fine notice. Enter your vehicle registration number and the reference. The amount will appear on screen for confirmation.

Confirm payment

Confirm and pay. An instant SMS goes to both your number and the officer's phone. The SMS contains your vehicle number and the payment reference. The officer notes it down.

Get your licence back

The officer hands the licence back immediately. No station visit. No waiting. The whole thing took us 10 to 15 minutes. We were back on the road like nothing happened.

What if you do not have a Sri Lankan bank account?

Most tourists will not have a local banking app. This is fine. Ask your guesthouse host, tour guide, or driver to pay using their app.

They pay the fine through their account, you pay them back in cash immediately. Officers are used to this arrangement. The receipt still goes to their phone confirming the fine for your vehicle number.

Say no to cash

If an officer asks for cash instead of going through GovPay, decline politely. The digital system exists precisely to remove cash handling from roadside stops. An officer asking for cash instead of using GovPay is asking you to pay a bribe.

Ask for the official fine notice and ask to pay via GovPay. Any officer who knows the system will process it correctly. The system sends receipts to both parties, which is exactly why it was built.

If your first banking app fails, try another. The system works but individual app sections can have temporary outages. Having two banking apps installed is good practice for any long drive.
